EVN Effectively Uses ADB Extended Loan

In his working trip to several Electricity of Vietnam (EVN)’s power constructions in Vietnam, Asian Development Bank (ADB) Country Director Tomoyuki Kimura expressed his happiness at the great effectiveness of the plants.

In the recent year, the ADB has extended great loans to energy projects in Asia, including Vietnam. However, the ADB has insisted that its loans should be more effectively utilized and have conducted a series of audits.

As northern Vietnam suffers increasing overloaded power transmission, especially in Hanoi, the putting into operation of the 220 kilovoltage (kV) 500MVA power transformer station at Van Tri and the Van Tri-Soc Son 220kV power line has become extremely urgent. The city’s additional electrical loads are predicted to reach 2,436 million volt-amperes (MVA) this year, 2,669MVA in 2014, and 2,924MVA by 2015. . According to Director of Hanoi’s Power Transmission Department Nguyen Thanh Hong, the Vinh Tri station often operates at 80-90 percent capacity to guarantee power supply for industrial parks Hanoi and Vinh Phuc Province.
According to the head of the Hai Phong Port Power Center Pham Thi Thu Huong, the ADB-funded 220 kV power transformer station has guaranteed stable power supply for the port since replacing the old 110kV power transformer station, putting an end to economic losses due to power cuts.
Head of the ADB funded 220kV power transformer station of Dinh Vu Pham Xuan Kinh happily said “Since coming into operation, the station has guaranteed stable power supply for local industrial parks and residents in Ngo Quyen and Le Chan.
The loans extended to these constructions are part of ADB’s commitment to help finance the domestic power sector. The ADB’s funding project was divided into two phases with eight subprojects including 500kV power transmission lines linking Son La, Hoa Binh, and Nho Quan; Son La and Soc Son; Mong Duong and Quang Ninh; the 500kV power transformer stations of Soc Son and Thuong Tin; 500kV power transmission lines linking Thanh Hoa and Vinh; and Ha Tinh and Thach Khe; and the extended 220kV power transformer stations of Thanh Tri.
These high voltage power constructions in the north have ensured power supply, contributing to increased quality and trust in power supply systems, while minimizing transmission losses.
Deputy Prime Minister Hoang Trung Hai has approved to extend the loan closeout deadline for the ADB-funded north Vietnam extended power transmission project until June 30, 2014; and requested the Ministry of Planning and Investment in collaboration with ADB to check the unused funds for redistribution to other ADB-funded programs and projects during the next phases.
