Vietnam needs 1tr dong for energy saving program

Together with including economically and efficiently energy using program in the list of National Target Program to conduct in the 2012-2015 period, the Vietnamese Ministry of Planning and Investment (MoPI) has recently also proposed to add pollution remedy program and environment protection program in the list of National Target Program for the next period.

The ministry said that, in 2006-2010 period, the total investment costs for economically and efficiently energy using program were only 150.218 billion dong, but it saved 3.4% of the total energy consumption (equalling to nearly 57 billion kWh of electricity) for the country’s economy.

To realize target to save 5-8% of the total energy consumption yearly for the economy, according to the proposals of ministries, departments and localities, in 2011-2015 period, the country needs to invest about 820 billion dong for this program (the investment was 70 billion dong in 2011).

However, according to calculation of MoPI, to gain target of saving 5-8% of the total energy consumption, the total investment costs would be one trillion dong.

According to calculation of ministries, departments and localities, to achieve target of overcoming pollution and improving the environment in 2011-2015 period, the country needs to invest up to 6.25 trillion dong.

Like economically and efficiently energy using program and other national target programs, the capital sources will still come from the state budget.

To perform these two programs, as calculated by MoPI, the total investment capital will be minimum 7.07 trillion dong, but funds from the state budget are only a support to attract other capital sources.

Particularly, the central budget will support only 400 billion dong for economically and efficiently energy using program and localities will be responsible for contributing 300 billion dong and the remainder will be foreign loans and other capital sources from society. Similarly, the central budget will support program of overcoming pollution and improving the environment about 2.5 trillion dong and localities will have to make up over 1.562 trillion dong and the rest (nearly 2.188 trillion dong) will be foreign loans and other sources.
